The Uttar Pradesh Government (GoUP) and Western Sydney University (WSU) of Australia have signed a Memorandum of Understanding (MoU) to establish WSU’s first campus in India. This significant deal cements Uttar Pradesh’s position as an essential player in India’s education ecosystem and demonstrates the state government’s commitment to forging global educational partnerships.

The MoU signed virtually in Lucknow, forms the first international university in the state and lays the foundation for two phases of development. Initially, the university will offer courses using pre-existing infrastructure in Greater Noida. Meanwhile, in the second phase, the state would set aside a sizeable seven-acre plot to construct a full-scale campus.

The agreement was signed by Manoj Kumar Singh, Chief Secretary of Uttar Pradesh, and Professor Deborah Sweeney, Acting Vice Chancellor of WSU, in the presence of key dignitaries, including Monika S. Garg, Agriculture Production Commissioner, MP Aggarwal, Principal Secretary, Higher Education NG Ravi Kumar, CEO, Greater Noida Authority (virtually), Prathamesh Kumar, ACEO, Invest UP.

The proposed campus aligns with Uttar Pradesh’s Higher Education Incentive Policy 2024, which aims to create a flexible, inclusive, and robust education system. By attracting an internationally ranked institution like WSU, this initiative unlocks the potential of Uttar Pradesh’s youthful demographic and fosters long-term economic growth. WSU is one of the world’s top ten innovative institutions and delivers experience in sustainability, innovation, and transformative learning to India. The Greater Noida campus will be a hub for world-class education and deepen educational and scientific linkages between India and Australia.

The university is also planning to set up a Centre of Excellence (CoE) to encourage Smart Farming, Water Security and Testing, Packaging, and treatment of agri-based commodities, leveraging the increasing export potential due to the upcoming international airport at Jewar.

During the ceremony, Dr. Nicolene Murdoch (Pro Vice-Chancellor, Global, WSU), Bill Parasiris (Vice-President of Operations, WSU), and Mathew Johnston (Minister-Counsellor, Australian High Commission) highlighted the partnership’s transformative potential. They cited its congruence with global educational trends and potential to foster cross-industry collaboration.

This MOU marks a significant beginning of a more employable realm and prepares the ground for the first foreign university in the state. According to the officials, this partnership revolves around two-phased developments: first, the university will run courses in a pre-existing infrastructure, and second, the state will provide the university with land and other clearances in the meantime to establish its campus in Greater Noida.

The beginning of WSU’s first Indian campus in Greater Noida is more than just a milestone; it demonstrates the expanding internationalization of India’s education system. This relationship will impact the future of education in India by stimulating innovation, improving employability, and strengthening global links, establishing Uttar Pradesh as an international education powerhouse.
